European Momentum for Mainstreaming Telemedicine Deployment in Daily Practice
Project description
Momentum was partially funded under the ICT Policy Support Programme (ICT PSP) as part of the Competitiveness and Innovation Framework Programme (CIP) by the European Community.
In 2018, Momentum’s achievements were recognised by the European Union’s innovation radar.
Momentum was a platform where key players in telemedicine shared their knowledge and experience in deploying telemedicine services into routine care.
The participants came from all corners of Europe with healthcare systems that shared basic characterises (significant public funding, public safeguards for quality of care, strong patient rights and expectations) but also differed in other respects (the role of government or other payers, legal traditions, and trust of the public).
Working together, they drafted, tested, and finalised a Blueprint for telemedicine deployment that offered guidance to anybody who sought to move telemedicine from an idea or a pilot to daily practice.

EHTEL was the coordinator of this project.
Towards the future
Several magazine and book articles were written about Momentum, following the end of the project. Momentum’s outcomes were further exploited by EHTELConnect through training workshops e.g., in Scotland.
EHTEL Members continue to be interested in the scaling-up of telemedicine activities, from pilots to daily practices. At TUD (Dresden, Germany) maturity models relevant to telemedicine were investigated. As part of a PhD thesis, a new maturity model focussing on the readiness of communities was developed – the Telemedicine Community Readiness Model (TCRM). It is ready to be applied as a tool on a separate website.
The project approach is also broadly of use in relation to other areas of digital health such as integrated care (see the SCIROCCO and SCIROCCOExchange projects).
